Aren't IEP's law-abiding documents?

How is there unsubstantial evidence in this case? The school district did not follow the IEP. The school district tried to put a band-aid on the issue; however, testimony revealed that the school district just started making necessary changes to provide FAPE for the child. If specific services are in an IEP, by law, the school must provide the services. What is the problem here? This case seems open and shut to me. Am I wrong in my thinking?
