State Schools Chief Tom Torlakson Releases Results of 2010–11 California English Language Development Test

SACRAMENTO — State Superintendent of Public Instruction Tom Torlakson today released the results of the 2010-11 California English Language Development Test (CELDT) that shows a modest decline in the percentage of English-learner students at the advanced and early advanced performance levels this year over last, but still higher than in the 2006–07 school year.

State Schools Chief Tom Torlakson: Nearly Two Million California Students Attend Financially Troubled Districts

SACRAMENTO—Nearly 2 million students—roughly 30 percent of pupils in California—now attend school in a district facing serious financial jeopardy, State Superintendent of Public Instruction Tom Torlakson announced today.

"The emergency confronting California's schools is widening and deepening," Torlakson said. "As disturbing as these numbers are, unless the Legislature moves to place the Governor's tax extension plan on the ballot, they are just the tip of the financial iceberg facing school districts up and down the state."

Torlakson's findings came as he released the results of the first semiannual Interim Status Report that represents budget certifications for California local educational agencies (LEAs) through the end of October 2010. The reports reflect a certification of whether an LEA is able to meet its financial obligations.

Recap and Update on AB 3632 Funding

A message from Lorrie Davis, MDUSD CAC Chairperson

In October 2010, Governor Arnold Schwarzenegger cut the AB 3632 Mental Health funding which pays for children to receive mental health services from County Mental Health Agencies. This loss of funding means school districts, as the payer of last resort, are responsible for providing and paying for these services without additional revenue to cover the cost. For the Mt. Diablo School District, this is estimated to cost $5.4 million dollars a year and is NOT currently in their budget.


Our new Governor, Jerry Brown, has proposed new funding to begin for next year; however, nothing has been set in stone. Meanwhile, the Mt. Diablo School District is responsible to cover the cost for the remainder of this school year which is estimated at $2.4 million dollars.


We NEED to contact our legislators NOW and ask them to support reinstatement of the AB 3632 Mental Health funding. Below is contact information for the Big Five and Local Legislators. We need to send letters weekly so this funding is restored and not forgotten.
