State Superintendent of Public Instruction Tom Torlakson issued the following statement today on Governor Brown's proposed budget for the 2011-12 fiscal year:
"The Governor made good on his word to make tough decisions. Unfortunately, this budget extends the financial emergency facing California's schools.
